Does my home qualify?
It may if it's a house, townhouse or unit with the roof directly above, the ceiling has no insulation, only foil, or old batts below R2.0, and it wasn't built, renovated or extended in the last 5 years. Downlights must be safe to cover. One upgrade per home. Check your home.
When does the discount start?
1 October 2026, for all eligible Victorian homes. Since 14 April 2026 it has only been available in public and community housing.
How much will I pay?
Your quoted price minus the discount, and at least $200 (incl. GST). The government estimates the discount at about 30–50% of the average install cost. The electrician safety check and any halogen swap are extra, paid by you. Your written quote shows every figure.
Is it free?
No. Every customer pays at least $200 (incl. GST), and it can't be refunded or waived. Be wary of anyone offering "free" ceiling insulation.
Do I need a concession card?
No. There is no income test. Eligibility depends on the home, not the household.
Is the discount guaranteed?
No. We confirm eligibility at the roof check and electrician safety check. The exact amount depends on your ceiling area, climate zone and certificate prices, and is shown on your quote.
What do you install?
Bulk ceiling batts to a total of at least R5.0, which is what the program requires, with a product warranty of at least 5 years. Loose-fill, cellulose and foil-faced products aren't allowed for discounted installs.
I have some old insulation. Can it be upgraded?
Possibly. If it averages below R2.0, your home may still qualify. We check at the roof check. Please don't remove insulation yourself to try to qualify.
Why is an electrician needed?
The program requires a licensed electrician to check the roof-space wiring and downlights within 30 days before the install. Halogens or unsafe wiring must be fixed first. The check is paid by you, and we tell you the cost before you book.
How long does installation take?
It depends on the size of the ceiling and access to the roof space. We'll confirm the time on your quote.
What areas do you service?
Melbourne and surrounds. In regional Victoria? Check your home anyway and we'll let you know.
I rent, or I own a rental. Can I use it?
Yes, rentals can qualify, with the owner's written consent. From 1 March 2027, rentals with no ceiling insulation need R5.0 at a new lease or when a lease goes month-to-month. Consumer Affairs Victoria has the details.
Are you part of the government?
No. We're a private business. The program is run by the Victorian Government and regulated by the Essential Services Commission. Official program page.
How can I check a provider is legitimate?
Search the ESC's register of accredited providers and the certified installer directory. Legitimate businesses don't claim to be the government and don't cold call or door-knock. Your rights.
What happens after I send my details?
We call you within 1 business day to book a roof check. If your home qualifies, the electrician check comes next, then your written quote. Nothing is booked until you agree.
