Who we are
Roof Insulation VIC is a private business. We are not the Victorian Government, and we are not affiliated with or endorsed by the Victorian Government, the Victorian Energy Upgrades (VEU) program or the Essential Services Commission. Discounts under the VEU program are applied by an accredited provider. Official information is at energy.vic.gov.au.
The discount
- The VEU ceiling insulation discount is available to eligible Victorian homes from 1 October 2026.
- Discount figures on this website are Victorian Government estimates. "Up to $1,482" is based on a typical 150 m² home in metropolitan Melbourne (mild climate zone). "Up to $2,104" is based on a typical 150 m² home in regional Victoria (cold climate zone). The government estimates the discount at about 30–50% of the average install cost.
- Your actual discount depends on your ceiling area, climate zone and certificate prices at the time, which change. It is shown on your written quote.
- The final installed price is set by the accredited provider.
- You pay at least $200 (incl. GST). This amount can't be refunded, waived or paid back to you in any form.
- Each home can receive the discount for ceiling insulation once.
Eligibility
- The home must be a house or townhouse, or a unit whose ceiling sits directly under the roof, not under another home.
- The ceiling must have no insulation, only reflective foil, or existing insulation averaging below R2.0.
- Homes, or the part of the home being insulated, built, renovated or extended in the last 5 years are not eligible.
- Homes with downlights that can't safely be covered with insulation (such as halogens), or with unsafe wiring, are not eligible until those hazards are fixed.
- The property owner must give written consent at least 24 hours before installation.
- The online home check gives an indication only. Eligibility is confirmed after the roof check and the electrician safety check.
Costs outside the discount
- A licensed electrician must complete a pre-installation electrical safety assessment no earlier than 30 days before the install. This is a separate cost, paid by you.
- Replacing halogen or other non-compliant downlights, or fixing unsafe wiring, is a separate cost, paid by you.
- Any other work your roof space needs is itemised on your quote before you agree to it.
Installation
- Insulation is installed to a total of at least R5.0 by a certified installer, as the program requires.
- Products installed under the program carry a manufacturer's warranty against defects of at least 5 years.
- You'll sign a contract before any work starts. Your invoice shows the price before the discount, the discount, and what you paid.
